Compulsory Rulebook Compliance covers legal assessment, documentation and practical support in the UAE. It is typically relevant to businesses, investors and founders establishing or operating under federal, emirate-level or free-zone rules. The applicable requirements and competent authority depend on the activity, place of establishment and where the service or transaction is performed.
For Dubai outside DIFC, the VARA regime must be checked; DMCC commercial licensing is separate. The DFSA is competent in DIFC and the FSRA in ADGM. Federal requirements may also apply depending on the activity.

VARA's regulatory framework rests on a set of compulsory rulebooks that every licensed VASP must satisfy - regardless of activity type. These cover governance, compliance, risk management, technology security, marketing, and consumer protection. We review your existing setup, identify gaps, and deliver the policies and manuals needed to pass regulatory assessment.
We perform a structured gap analysis against each compulsory rulebook, producing a scored compliance register with a prioritised remediation plan.
Deliverables include a governance manual, risk-management framework, information-security policy, complaints-handling procedure, and marketing-approval process - all calibrated to VARA's expectations and updated as regulatory guidance evolves.
